On November 2, 1983, Ronald Reagan signed a bill creating a federal holiday honoring King. Its observance every year is on the third Monday of January, which is close King's birthday, January 15. The first date officially observed was January 20, 1986.

The holiday was not an easy one to get every state to follow. Four states, New Hampshire, Utah, Arizona, and North Carolina did not immediately observe the new federal holiday. Additionally, a few southern states have combined Robert E. Lee with Martin L King day.
